Why this happens

Public Wi-Fi has two steps.

First, your device joins the Wi-Fi. Then the hotel, airport, or café asks you to sign in, accept its terms, or enter a code. Sometimes that second page does not open. WiFi 4 Breakfast gives the Wi-Fi another chance to show it.
